It's built on top of X3.41-1974 "Code Extension Techniques for Use with the 7-Bit Coded Character Set of ASCII" which is built on top of the ASCII standard itself, X3.4-1977 (revised from X3.4-1968). To properly understand all this you probably need all three standards. I don't know about pricing.
