The Environmental Protection Agency began proceedings last year against the company to force correction of the emissions problem. In return for VW's voluntary recall, the EPA has agreed to drop its proceedings, VW spokesman Thomas McDonald said. Owners of 1977 through 1979 Rabbits and Sciroccos with gasoline engines will be notified by mail in February that they may take their cars to dealers for emissions tests, the company said. If the emission level is too high, repairs will be made at no cost to the owners. "It depends on what kind of condition they're in, for instance, and how many miles they've been driven." Dealers will adjust the ignition and exhaust gas recirculation systems to reduce nitrogen oxide, McDonald said.
