Goun I heard Gerald K O'Neill (a major proponent of the High Frontier concept) lecture at MIT last year. The plan he outlined for the exploitation and colonization of space depended on the use of the shuttle external tank as building material. As I recall, O'Neill claimed that the shuttle could place it's tank in LEO at a loss of only 3% of it's cargo capacity.
