Personally, I don't even have entirely too much objection to a dictator. (I'm not suggesting myself by any means, although everybody surely wants me. Count me out of the Battle of the Network Stars. Egghead Academicians or otherwise.) We're not going to get some fanatic who will only sanction newsgroups about competitive tanning. Practically anybody would be reasonable. 3 people sounds a little more flexible to me. It also would allow any one person to stay away from his/her terminal for a while (don't even mention vice-dictators). This sounds neat: One person from Academia. Another from BTL and another from one of the other lone- site private industries. Of course, just because it sounds neat doesn't mean it makes any sense. This is all based on a need for a central standardizing body, of course. Hmmmm. Only 15 minutes or so left of Christmas '81 on the North American continent. Mebbe Alaska, but that doesn't count.
