New distribution installation remarks

Here are a few points you might be interested in when bringing up the
new b news distribution.

1)  If you want to keep a directory of cancelled articles, you have to
    manually make a $SPOOLDIR/.canned directory.  Newsinstall.sh does
    not do this by itself.

2)  The same goes for the file of users.  It will have to be made with
    mode 666 so that everyone can write to it, since readnews is not 
    suid.

3)  In funcs.c pshell() restricts the PATH environment variable to
    /bin:/usr/bin.  If your system has news transmission programs like
    net in /usr/ucb or some other place, it would have to be explicitly
    stated in the sys file:
	system:all:B:/usr/ucb/net . . .
    We changed funcs.c here so that /usr/ucb is in the PATH.
