The umlauted 'o' is to be written 'oe' on typewriters without an umlaut. Similarly 'ae' is used for umluated 'a' and 'ue' is used for umlauted 'u'. On old German signs one can often see that instead of an umlaut over o's, a's, etc., there was instead a small 'e' written. Moving that 'e' after the letter to be umlauted (when no umlaut is available) is simply revealing this letter once again.
