ucbvax was off usenet for a while
Seems when we installed 4.1bsd we lost our link to /usr/bin/rnews,
so no incoming uucp news was accepted for the last few weeks.
I have fixed the problem.

Sites which are only on usenet via ucbvax should probably arrange
to have some other connections, both to insulate themselves from
such problems here, and so ease the load on ucbvax.
