These are the steps: 1) feed pre-digest mail messages sent to space@mit-mc into net.space, or possibly into net.space.digest 2) stop the feed of the space digest through Berkeley. 3) have net.space.digest fed into the digest ONLY, so that arpanetter's get our contributions from the usenet into their digest. (the same system being done with net.chess and net.unix-wizards at sri-unix) 4) replace net.columbia with net.space.news or net.space.columbia (I think it should be net.space.news, since we talk about more than the STS) Probably feed net.space.news into the arpanet digest as well, but that is up to the arpanet people, of course.
