The reason for this is a safety requirement, that only 1 SRB stack can be built at a time in the VAB (2 of the 4 bays are being used as storage for external tanks, etc, anyway). The next bottleneck is the external tank itself; Martin Marietta can deliver only 24 a year. SRB = solid rocket booster; VAB = vehicle assembly building.
