There's a big difference. A modem implies RF oscillators and receivers with lots of filters and other non-digital components. Transceivers, operating on honest-to-goodness digital signals, not RF tones, are easier to build. The controllers, on the other hand, which packetize and do the right thing when collisions are detected, are essentially the same for baseband and broadband CSMA-CD networks.
