The rest of Writer's Workbench is not. There is the usual legal battle going on to get the stuff all cleared for distribution. If you want to run Writer's Workbench on your machine or even if you want manual pages, you need a UNIX license, even if you have a machine with a C compiler that doesn't/can't run UNIX.
