For digest lists which originate on the ARPAnet or are multi-network digests which use the ARPAnet to connect heterogeneous or otherwise unconnected networks, ARPAnet relative addressing makes sense. For a local digest which only goes across your own network, addressing relative to your own network makes sense (indeed, ARPAnet relative addressing is ridiculous and often impossible in that case--people may not have access to ARPAnet crossing links but complete access to a local network). Software which deals with digest style lists has to be smart enough to deal with these two thoughts. This can be done either by the program asking the user or maintaining a table of digests and appropriate address format. Remember that only digestifying and undigestifying software has to have this intelligence. Other software dealing with the lists do not.
