For a long time we had a clear advantage over the Soviets in numbers and types of weapons. Now that the Soviets have begun to catch up with the SS-20, etc. we need to deal with the problem of nuclear weapons in Europe as well as everywhere else. I think it is clear that the solution is NOT just a continual increase in nuclear weaponry by ourselves and the Soviets. The Europeans are beginning to realize that, as in Germany, many towns are 'only 2 kilotons apart'. Even a modest use of nuclear weapons (say 10 to 50) would result in massive civilian casualties.
