No xinetd.conf?

	ls -l /etc/xinetd.conf

The xinetd-config should have created both an /etc/xinetd.d directory *and*
an /etc/xinetd.conf file (it did on my Cygwin here). Try looking around
for a xinetd.sh.done or xinetd.sh file and run that if you can't find either
one. I'm thinking your install was somehow incomplete and that's where the
problem lies.

You could also rerun setup.exe, make sure you can see obsolete and
administrative packages, and "install" or re-install the _postinstall
pseudopackage and see if that fixes it.
